ARRCS’ board members bring together an array of skills and experience in financial management, government, not-for-profits, the legal profession and business. They share a passion for community, building partnerships, and creating choice and opportunity so people can live life in all its fullness.
Craig Barke
Chair of the Board
Craig was appointed Chair of ARRCS in 2019 and Chief Executive Officer of UnitingCare Queensland (UCQ) in 2017. He is a Certified Practising Accountant with an MBA and has extensive experience in financial management roles. Prior to his current roles, Craig was the CEO of Scenic Rim Regional Council and was a former member of the Queensland Urban Utilities Establishment Committee. Craig held a position on the UCQ Board from 2011 and the position of Chair from 2014 until 2017. Craig is passionate about improving the lives of disadvantaged youth and children in the community and is actively involved in the foster care system, as well as being an active member of the Uniting Church.
Heather Watson
Member of the Board
Heather joined the ARRCS Board in 2014. She is a lawyer with more than 30 years in legal practice, with multidisciplinary legal and governance skills. Heather is passionate about improving governance, particularly in the non-profit sector. She is currently Principal Lawyer and Director of Watson Advisory and Consulting Pty Ltd and Non-Executive Director or Chair of a variety of organisations, including Uniting Housing Ltd, Uniting in NSW.ACT and Uniting in Vic.Tas, and Epic Good Foundation, among others.
Cheryl Herbert
Member of the Board
Cheryl joined the ARRCS Board in February 2020, and brings extensive experience at both an Executive and Board-level including CEO, Chair, and Non-Executive Director positions across the health sector, including Health Communities, Children’s Health Queensland Hospital and Health Services, Lives Lived Well, Spiritus and Peachtree Perinatal Wellness Inc.
Cheryl has qualifications in nursing and midwifery and is a Fellow of the Royal Australian College of Nursing Australia, a Fellow of the Australian Institute of Company Directors, and an adjunct Professor of the University of Queensland.
Stephanie Harvey
Member of the Board
Steph joined the Board in September 2019. A Bidjara woman from Qld, Steph is a third sector leader with a career that spans government, community and NFP.
She has significant experience working with First Nations peoples in Australia and internationally. Steph is CEO of Community First Development, a Director of The Healing Foundation, and Member of the Charity, Philanthropy and Fundraising Advisory Group to the National CoVID19 Coordination Committee. Steph is also a recent judge for the Telstra Business Awards and Telstra Business Women’s Awards. She has qualifications in business and is a Member of the Australian Institute of Company Directors and the Australian Institute of Management.
Steph devotes considerable energy to her passion for the rights of vulnerable people. She is committed to social and economic equity and the principles of self-determination.
Brian Wyborn
Member of the Board
Brian joined the ARRCS Board in August 2021. He is a Torres Strait Islander and Papua New Guinea man with over 15 years’ experience across investments, portfolio management, and strategic advisory experience. Brian has a deep connection to Indigenous social issues and with insights and an approach based on listening to, and acting on community needs. He has unique experience and track record in advising on and supporting community economic participation, which represents an opportunity to create sustainable long-term change and economic resilience for communities, and a path to self-determination.
Brian is the Managing Partner at First Australians Capital (FAC) an Impact Investment Fund building a community of Investors and Investees premised on overcoming systematic barriers to finance, driving a new economy and building economic independence for Indigenous people and communities. He holds a Bachelor of Business, Master of Financial Planning, Master of Social Change Leadership and has also completed the AICD Foundations of Directorship.
Judith Oliver
Member of the Board
Judith joined the ARRCS Board in August 2022. She has extensive experience in the health sector with ‘for purpose’ organisations as both an executive and non-executive director, gained alongside almost 30 years’ experience as a registered pharmacist working across primary care, tertiary care, the pharmaceutical industry and in health and public policy. Judith has a thorough understanding of the Northern Territory having lived and raised her family here for over 20 years. Judith is currently NT Faculty Manager for the Royal Australian College of General Practitioners and was previously Executive Director for the Pharmacy Guild of Australia (NT Branch), and Non-Executive Director for the Northern Territory Primary Health Network.

Kevin Wrigley
Member of the Board
Kevin joined the ARRCS Board in August 2022. He is an experienced Non-Executive Director on not-for-profit national and state boards, peak body, government advisory groups and school councils.
He holds a Master's in International Business with more than 15 years of experience working in a variety of executive and management roles in the healthcare industry; and a solid background in Aboriginal Health, not-for-profit, and for-profit work environments.
Kevin is CEO of Pintupi Homelands Health Service and is committed to and passionate about achieving social justice and equality for disadvantaged people: these values have formed part of his upbringing and beliefs, and he strives to close the gap for Aboriginal people in healthcare and aged care and address the social determinants of health.

Geoff Batkin
Member of the Board
Geoff joined the ARRCS Board in 2024 following a 40+ year career in leadership at a CEO and Executive level within both Uniting and Anglican Church age care and community service organisations in Victoria, NSW, and Queensland. Geoff has a Bachelor of Economics, a Diploma in Corporate Management and is a graduate member of the Australian Institute of Company Directors. Over his career Geoff has also been actively involved in multiple governance roles as Chair within the Uniting Church’s Boards and Committees at a national, State based and in local community contexts. Geoff is passionate about collaborating and developing innovative responses to human need as an expression of the Christian Church’s mission of working towards a compassionate, just, and inclusive Australian community.
